The major of dcn and dce irqs share a copy-pasted collection
of copy-pasted function, which is: hpd_ack.
This patch removes the multiple copy-pasted by moving them to
the irq_service.c and make the irq_service's
calls the functions implemented by the irq_service.c
instead.
The hpd_ack function is replaced by hpd0_ack and hpd1_ack, the
required constants are also added.
The changes were not tested on actual hardware. I am only able
to verify that the changes keep the code compileable and do my
best to look repeatedly if I am not actually changing any code.

[WHY & HOW]
The comparisons of unsigned int with 0 can have no meanings, i.e.
unsigned int >= 0 (always true) or unsigned int < 0 (always false), and
therefore they are removed.
This fixes 12 NO_EFFECT issues reported by Coverity.

Currently, if we encounter unimplemented functions, it is difficult to
tell what caused them just by looking at dmesg and that is compounded by
the fact that it is often hard to reproduce said issues, for instance we
have had reports of this condition being triggered when removing a
secondary display that is setup in mirror mode and is connected using
usb-c. So, to have access to more detailed debugging information, add an
ASSERT() to dal_irq_service_ack() and dal_irq_service_set() that only
triggers when we encounter an unimplemented function.

[Why & How]
CONFIG_DRM_AMD_DC_DCN is used by pass the compilation failures, but DC
code should be OS-agnostic.
This patch fixes it by removing unnecessasry CONFIG_DRM_AMD_DC_DCN
in irq directory.

The WA from commit 2a50edbf10c8 ("drm/amd/display: Apply w/a for hard hang
on HPD") and commit 1bd3bc745e7f ("drm/amd/display: Extend w/a for hard
hang on HPD to dcn20") causes a regression in s0ix where the system will
fail to resume properly on many laptops. Pull the workarounds out to
avoid that s0ix regression in the common case. This HPD hang happens with
an external device in special circumstances and a new W/A will need to be
developed for this in the future.

[Why]
HPD disable and enable sequences are not mutually exclusive
on Linux. For HPDs that spans under 1s (i.e. HPD low = 1s),
part of the disable sequence (specifically, a request to SMU
to lower refclk) could come right before the call to PHY
enablement, causing DMUB to access an irresponsive PHY
and thus a hard hang on the system.
[How]
Disable 48mhz refclk off when there is any HPD status in
connected state.

During GPU reset, when receiving a DMCUB OUTBUX0 interrupt,
DAL code will set it to be OUTBOX interrupt and sets hw interrupt.
However, OUTBOX interrupt is not registered yet, so a NULL pointer
access will be executed.

[Why]
irq service requires changes for DCE6 support
[How]
(v1) DCE6 targets are added replicating existing DCE8 implementation.
due to missing CRTC_VERTICAL_INTERRUPT0_CONTROL registers/masks,
dce/dce_8_0_{d,sh_mask}.h used instead of dce/dce_6_0_{d,sh_mask}.h
(v2) DCE6 headers used adding the necessary vblank irq registers
(INT_MASK and VBLANK_STATUS) and vblank irq masks as implemented
in amdgpu driver.
Add vblank_irq_info_funcs_dce60 with .set and .ack as per commit
b10d51f ("drm/amd/display: Add interrupt entries for VBLANK isr.")
and use it in vblank_int_entry(reg_num) macro definition

Since dcn20 and dcn21 are under dcn1 it doesnt make sense to
have it named dcn1.
Change it to "dcn" to make it generic
