drm/i915/tgl: s/TGL/TIGERLAKE for platform/subplatform defines
Follow consistent naming convention. Replace TGL with
TIGERLAKE.Replace IS_TGL_DISPLAY_STEP with
IS_TIGERLAKE() && IS_DISPLAY_STEP().
