arm64: defconfig: Enable PHY_ROCKCHIP_NANENG_COMBO_PHY
Rockchip RK3588 SoC has NaNeng IP PHY block used for PCIe, USB3, SATA
and SGMII.
Enable Rockchip NaNeng PHY driver.
