irqchip/mtk-sysirq: Skip setting irq-wake
mtk-sysirq doesn't require specific logic to work with wakeup IRQs. To
allow registered IRQs to be used as a wakeup-source, add the flag
IRQCHIP_SKIP_SET_WAKE.
