rust: time: Seal the HrTimerMode trait
Prevent downstream crates or drivers from implementing `HrTimerMode`
for arbitrary types, which could otherwise leads to unsupported
behavior.
Introduce a `private::Sealed` trait and implement it for all types
that implement `HrTimerMode`.
