net: phy: add generic UniMAC MDIO bus driver
Add a generic UniMAC MDIO bus driver and its Device Tree binding, which
can be used by the BCMGENET driver as-is, and the upcoming Starfighter 2
Ethernet switch MDIO bus controller.
