virt: coco: Add a coco/Makefile and coco/Kconfig
In preparation for adding another coco build target, relieve
drivers/virt/Makefile of the responsibility to track new compilation
unit additions to drivers/virt/coco/, and do the same for
drivers/virt/Kconfig.
