rust: cpumask: Replace `MaybeUninit` and `mem::zeroed` with `Opaque` APIs
Replace the following unsafe initializations:
1. `MaybeUninit::uninit().assume_init()` with `Opaque::uninit()`
2. `core::mem::zeroed()` with `Opaque::zeroed()`
