serial: cpm_uart: Protect udbg definitions by CONFIG_SERIAL_CPM_CONSOLE
If CONFIG_CONSOLE_POLL=y, and CONFIG_SERIAL_CPM=m (hence
CONFIG_SERIAL_CPM_CONSOLE=n):
