drm/amd/display: Remove VSC infoframe dep on DMCU
[Why]
VSC infoframe is needed for PSR. Previously only DMCU controller
supported PSR. Now DMUB also implements PSR.
[How]
Remove VSC infoframe dependency on DMCU.
