refactor(key-server-sync): migrate to SDK APIs
- use module-scoped storage and application user-agent providers
- replace legacy key export and import calls with SDK wrappers
- register and unregister settings pages through the SDK
- migrate GPG channel lookup and session cache operations
- declare storage capability in the module manifest
