refactor(i18n): migrate modules to shared translation helper

- replace direct GTrC translation calls with GTrC::tr
- mark deferred UI and command strings with GTrC::Noop
- update email, IM, key server, PGP, GnuPG, and update modules
- remove redundant local translation helper functions
- apply related formatting and pointer declaration cleanup
