style(i18n): normalize instant messaging catalogs
- standardize XML declaration and element indentation
- normalize self-closing location tags across locale files
- replace escaped quotation marks with equivalent literal characters
- update German, Spanish, French, Italian, Polish, Russian, and Chinese catalogs
