feat(email): add eml file extension handler support

* Register `.eml` file extension handler to enable opening email files
  directly from the file system
* Implement `FILE_EXT_EMAIL_OP_OPEN_FILE` event handler that:
  - Validates file accessibility and enforces 1 MB size limit
  - Creates new email tab with file contents
  - Handles file read errors gracefully with user-facing warnings
* Bump module version to 1.1.1
