feat(site): add redirect from setup-dev-env to contribute

- add redirect /appendix/setup-dev-env/ to /appendix/contribute/
- adjust appendix order: ai-policy 7->6
- adjust appendix order: free-no-donation 8->7
- adjust appendix order: version-policy 6->5
- bump macOS minimum in system requirements 13->15
- fix disk bullet formatting in system-requirement doc
