dirmngr: New option --debug-cache-expired-certs.
* dirmngr/dirmngr.h (opt): Add debug_cache_expired_certs:
* dirmngr/dirmngr.c (oDebugCacheExpiredCerts): New.
(opts): Add option.
(parse_rereadable_options): Set option.
* dirmngr/certcache.c (put_cert): Handle the option.
