We suggest the use of the intergrity level system for securing the etc
hierachy because this is easier to check and understand than dedicated
permissions. Thus depending on the implemented strategy the warning
may still be shown despite that the etc directory is actually secured.

who complained about this known behaviour. Note that the MSI based
installers are not affected because they install configuration files
and thus a regular user can't change them. Gpg4win does not do that
because it has been assumed that Gpg4win is used on the common single
user machines. For large installations admins know about such Windows
deficits and have likely setup proper permission.
