dirmngr: Reduce default LDAP timeout to 15 seconds.
* dirmngr/dirmngr.c (DEFAULT_LDAP_TIMEOUT): Change to 15.
* dirmngr/dirmngr_ldap.c (DEFAULT_LDAP_TIMEOUT): Ditto.
