* README: Update.
* configure.ac: Remove checks, variables and file generations related to
the C++/Qt bindings. Remove cpp and qt* from available_languages and
default_languages.
* lang/Makefile.am (DIST_SUBDIRS): Remove cpp and qt.
* lang/cpp, lang/qt: Remove.
* m4/ax_check_compile_flag.m4, m4/ax_cxx_compile_stdcxx.m4,
m4/ax_gcc_func_attribute.m4, m4/pkg.m4, m4/qt5.m4, m4/qt6.m4: Remove.

gpgmepp and gpgmeqt.

The files were already licensed under the GPL but the license headers

subst variables for the version header.

Using the LT_* variables was just wrong. Reporting the
package version also makes more sense then the library version.
Having different versions might make ABI breaks more visible
by increasing the major version number, but to have different
versions in the same package is too confusing imo and gpgme
uses a versioning that is unrelated to the library version number.

For now this is just the dataprovider which was part of the
KF5 Gpgmepp QGpgme variant. This is very thin but a useful
class which is used downstream.
