* Makefile.am (gpgmeplug): New variable, set to gpgmeplug if
	[BUILD_GPGMEPLUG].
	* configure.ac (AC_CONFIG_FILES): Add gpgmeplug/Makefile.
	Support --enable-gpgmeplug.
