net/smc: Extend SMC-R link group netlink attribute
Extend SMC-R link group netlink attribute SMC_GEN_LGR_SMCR.
Introduce SMC_NLA_LGR_R_BUF_TYPE to show the buffer type of
SMC-R link group.
