microblaze: fix kbuild redundant file warning
Fix build warning since this file is already listed in
include/asm-generic/Kbuild.
../scripts/Makefile.asm-generic:25: redundant generic-y found in arch/microblaze/include/asm/Kbuild: hw_irq.h
