Qt: Add doc generation with doxygen

* configure.ac: Look for doxygen if qt is built.
 Configure new files.
* lang/qt/doc/Doxyfile.in: New.
* lang/qt/doc/Makefile.am: New.
* lang/qt/README: Update.

customization.
