python: Improve the documentation.
* lang/python/Makefile.am: Copy the README file.
* lang/python/README: Rename, convert to org, and update.
* lang/python/pyme/__init__.py: Move license out of the docstring,
update docstring.
* lang/python/pyme/core.py: Add and update docstrings.
