There's this one random string where we have the word "Hellow". It's a
random string, "correct" spelling is really not important, so we tell
codespell to just ignore that line.

There were also two struct field names...

we assume these to be order sensitive and not self contained, so
as per our new style we disable clang format around them.

we should consider renaming to .inc, or doing away with some
of these and just putting the code inline, but that's for
later consideration.

While the majority of the sites assumed 8-wide tabs, at least engines/e_capi.c
assumed 4-wide; in any case it is better to just follow the code style guide
and eliminate them altogether. Some addition changes (namely, curly
brackets in apps/crl.c and apps/req.c, and additional whitespace changes
in apps/s_client.c and test/provider_pkey_test.c) are made to placate
check-format-commit.sh.

<title>Relax absolut path checking in our 'file' scheme implementation</title>

So far, we strictly obeyed [RFC 8089], which only allows absolute paths
in a 'file:' URI. However, this seems to give a confusing user
experience, where something like 'file:foo.pem' wouldn't open foo.pem,
even though it's there in the current directory, but 'file:$(pwd)/foo.pem'
would.

To be less surprising for such use cases, we relax our implementation
visavi [RFC 8089] to allow relative paths.

http://www.openssl.org/~appro/cryptogams/ is 404, update to
https://github.com/dot-asm/cryptogams/

And clean up the boiler plate text around it.

Replace stray usage of appro@openssl.org with github url. The email in
question here is no longer valid, replace it with the corresponding
github id for the user.

Replace &lt;appro\@fy.chalmers.se&gt; with &lt;https://github.com/dot-asm&gt;

Fix lots more dead emails addresses that we missed

Remove reference urls that no longer exist. Just delete urls that
404 now, and have no obvious new link.
