This changes handles the introduction of _POSIX_VERSION into the NonStop x86
header files that tricks OpenSSL into thinking that ucontext.h is available.

When both -o and -MT are used, GCC 4.1 prints the object file twice in
the dependency file. e.g.:

foo.o foo.o: foo.c

If the file name is long, then the second occurrence moves to the next
line. e.g.:

ssl/statem/libssl-shlib-statem_dtls.o \
  ssl/statem/libssl-shlib-statem_dtls.o: ../ssl/statem/statem_dtls.c \

add-depends script scans one line at a time, so when the first line is
processed, the object file becomes a dependency itself.

Fix by removing -MT altogether.

This also fixes makedepend for nonstop platform.

This fixes an issue with a mix of atexit() usage in DLL and statically linked
libcrypto that came out in the test suite on NonStop, which has slightly
different DLL unload processing semantics compared to Linux. The change
allows a build configuration to select whether to register OPENSSL_cleanup()
with atexit() or not, so avoid situations where atexit() registration causes
SIGSEGV.

INSTALL.md and CHANGES.md have been modified to include and describe this
option.

The no-atexit option has been added to .github/workflows/run-checker-daily.yml.

This also reverts commit f63e1b48ac893dd6110452e70ed08f191547cd89 that were
required for SPT but broke other models.
