* configure.ac: Remove checks, variables and file generations related to
the Python bindings. Remove python from available_languages and
default_languages.
* lang/Makefile.am (DIST_SUBDIRS): Remove python.

* m4/ax_pkg_swig.m4, m4/ax_python_devel.m4, m4/python.m4: Remove.

To increase the ease of use, op_keylist_start
parameters default to sensible values.
The empty string matches all keys.
We assume that the user wants to retrieve public keys most of the time,
so we default to public keys rather than secret keys.
