NIIBE Yutaka 0cc040e82f tests: Remove/change tests for GnuPG 2.3 with no gpg.keyserver.
* lang/qt/tests/t-config.cpp (testKeyserver): Remove.
* tests/gpg/t-gpgconf.c (main): Test with dirmngr.keyserver.
