* configure.ac (GPG): Substitute this variable.
	(GPGSM): Likewise.

	* gpgsm/Makefile.am (GPGSM): Set to @GPGSM@.
	(all-local): New target.
	(./pubcerts.kbx): Likewise.
	* gpgsm/t-encrypt.c: New file.
	* gpgsm/Makefile.am (TESTS): Add t-encrypt.
