qt: Extend signkeyjob to handle remarks and dups
* lang/qt/src/qgpgmesignkeyjob.cpp: Handle remarks and
dupeOK.
* lang/qt/src/signkeyjob.h (SignKeyJob::setDupeOk),
(SignKeyJob::setRemark): New.

This API makes it easy for Kleopatra to add remarks for:
