use gpgrt-config gpgme when gpgrt-config is available.

* src/gpgme.m4 (_AM_PATH_GPGME_CONFIG): Use gpgrt-config with gpgme.pc
when possible.
(AM_PATH_GPGME_GLIB): Likewise with gpgme-glib.pc.
