python: Fix name of exception, make slot methods explicit.

* lang/python/pyme/util.py (GpgmeWrapper._getctype): Fix exception,
add docstring.
(GpgmeWrapper._getnameprepend): New function.
(GpgmeWrapper._errorcheck): Likewise.
