python: Support quick subkey creation.
* NEWS: Update.
* lang/python/gpg/core.py (Context.create_subkey): New function.
* lang/python/tests/Makefile.am (XTESTS): Add new test.
* lang/python/tests/t-quick-subkey-creation.py: New file.
