qt: Update config sync doc / comment

* lang/qt/src/cryptoconfig.h (CryptoConfig::sync): Document
that runtime option is always set.
* lang/qt/Src/qgpgmenewcryptoconfig.cpp
(QGpgMENewCryptoConfigComponent::sync): Remove outdated comment
and warn on error.
