Cpp: Expose gpgme_pubkey_algo_name

* lang/cpp/src/key.cpp (Subkey::publicKeyAlgorithmAsString): New
static variant.
* lang/cpp/src/key.h: Declare function. Clarify comment about name
mismatch.
