doc: More explicit doc for EXTERN and LOCAL modes.

* doc/gpgme.texi (GPGME_KEYLIST_MODE_EXTERN),
(GPGME_KEYLIST_MODE_LOCATE, GPGME_KEYLIST_MODE_LOCAL): Mention
command line flags for CMS and OpenPGP Protocol.
